DECISION

Stipulating functions, duties, authorities, responsibility and working mode of the Centre for Association, Non-governmental Organization Studies and Training


PRESIDENT OF INSTITUTE FOR STATE ORGANIZATIONAL SCIENCES

Pursuant to the Decree No.61/2012/CP dated 10 August 2012 by the Government stipulating functions, duties, authorities and organizational structure of the Ministry of Home Affairs;

Pursuant to the Decision No.749/QD-BNV dated 17 June 2013 by the Minister of the Ministry of Home Affairs stipulating functions, duties, authorities and organizational structure of the Institute for State Organizational Sciences;

At the proposal of the Head of the Division of General Administration and the Director of the Centre for Associations and Non-governmental Organization Studies and Training,

DECIDES

Article 1. Position, functions

Centre for Associations and Non-governmental Organization Studies and Training is a unit of the Institute for State Organizational Sciences under the Ministry of Home Affairs; performing consultative function to assist the President to organize theoretical and practical studies on associations, non-governmental organizations and conduct post-graduate training activities, provisions of training and fostering for cadres, civil servants, public employees in engagement with research outcomes of the Institute.

Article 2. Duties

1. Organize theoretical and practical studies on associations and non-governmental organizations:

a) Study major theoretical issues on associations, non-governmental organizations; perceptions, viewpoints and approaches to studies on associations, non-governmental organizations; empirical studies on associations, non-governmental organizations in Vietnam;

b) Organize studies on international experience about functions, responsibilities, models of state management on associations and non-governmental organizations;

c) Organize studies on practical issues of associations and non-governmental organizations; managerial institutions on associations, non-governmental organizations; relationship between state-associations, non-governmental organizations – market in socio-economic management and development; roles of associations, non-governmental organizations on socio-economic fields; models of organizations and operational mode of associations, non-governmental organizations;

d) Chair, participate in researching to establish and organize the implementation of programs, projects, research projects relating to associations, non-governmental organizations;

dd) Cooperate to organize national and international workshops and conferences relating to associations, non-governmental organizations under the control and steering of the MOHA and the Institute;

e) Participate in providing feedbacks, comments to proposals and projects relating to associations and non-governmental organizations.

2. Organize, cooperate to implement post-graduate training, fostering cadres, civil servants, public employees in engagement with scientific research functions and duties:

a) Organize post-graduate training courses in majors of Institute’s scientific studies, developing training programs, curriculum, recruitments and organizing examinations;

b) Develop training plans to open training, fostering courses for cadres, civil servants and public employees; fostering thematic courses in profession, skills, researching skills and courses on the state-level programs, projects, scientific research projects chaired by the Institute.

3. Chair, participate in conducting researching and implementation of proposals, projects, legal documents, programs, research project and scientific research topics; and participate in giving feedbacks, reviews for policies, schemes, projects and drafted documents relating to public employee management and development as assigned by the President.

4. Organize to implement other public services as assigned by the President.

5. Manage public employees, equipment, working facilities of the Centre provided by the Institute as regulated.

6. Perform the information and reporting and statistical mode in accordance with the Working Regulations of the Institute.

7. Perform other duties assigned by the President.

Article 3. Authorities and responsibilities

 1. Authorities:

a) Centre for Associations and Non-governmental Organization Studies and Training is provided with documents, documentaries, data, information, expenses, means and facilities necessarily to perform its functions and duties; actively organizes its work to fulfil functions and duties that are assigned; actively solve the Centre’s work to accomplish the functions and duties assigned;

b) Public employees in the Centre have the following rights:

- Participate in semi-annual reviews, annual reviews of the Institute, and the organization of the Ministry (if included in the participation component in the written invitation), workshops, scientific conferences, evaluation of scientific topics, projects, scientific research programs held by the Institute;

- Participate in the Council of appraisal, evaluation and taken over scientific studies, scientific topics as assigned by the Leader of the Institute or the Director of the Centre; participate in scientific meetings of the Institute;

- Participate in teaching, training on professional fields under the functions and duties of the Ministry, of the Institute in accordance with the working regulation of the Institute;

-  Participate in delegation in surveying mission, learning, upgrading professional level, foreign languages and computing skills inside the country and overseas as work requests and as assigned by the President; have permission to exploit information, data, database and scientific research outcomes as stipulated in the working regulation of the Institute.

2. Responsibilities:

a) Centre for Associations and Non-governmental Organization Studies and Training is responsible for setting up working programs and plans of the Division, managing and administering and organizing work of the Division, and be accounted to the President for the whole activities of the Division;

b) Public employees of the Centre for Associations and Non-governmental Organization Studies and Training are responsible for good and fully performance of functions and duties assigned, closely cooperate with other units to implement general functions and duties of the Institute; comply with internal regulations, stipulations and Working Regulations of the Ministry and the Institute.

Article 4. Organization and working mode

1. The Centre for Associations and Non-governmental Organization Studies and Training comprises of Director, Deputy Directors and public employees.

2. Working mode: The Centre for Associations and Non-governmental Organization Studies and Training operates under the leader-central mode:

a) Director of the Centre manages and administers the general work of the Centre in accordance with the functions, duties assigned and other unscheduled work as assigned by the President;

b) Deputy Director of the Centre assists the Director to take charge of the Centre’s work, which are delegated by the Director, and be accounted to the Director for the delegated work; stay on behalf of the Director to manage, administer the work of the Centre in case that the Director is absent;

c) Public employees of the Centre for Associations and Non-governmental Organization Studies and Training implement duties assigned by the Director. As required at work, public employees may directly work with, and perform the duties assigned by the President, and must report the assigned duties to the Director of the Centre.

Article 5. Implementation

1. This Decision comes into effects since the date of signing.  

2. This Decision replaces the Decision No. 63/QD-VKH dated 20 November 2010 by the President of the Institute for State Organizational Sciences on stipulating functions, duties, authorities, responsibilities and working mode of the Centre.

3. The Head of General Administration Division, Director of the Centre for Associations and Non-governmental Organization Studies and Training, public employees of the Centre, Heads and public employees of the subordinate units of the Institute are responsible for implementing this Decision./.
