DECISION

Stipulating functions, duties, authorities, responsibility and working mode of the Centre for Information and Library


PRESIDENT OF INSTITUTE FOR STATE ORGANIZATIONAL SCIENCES

Pursuant to the Decree No.61/2012/CP dated 10 August 2012 by the Government stipulating functions, duties, authorities and organizational structure of the Ministry of Home Affairs;

Pursuant to the Decision No.749/QD-BNV dated 17 June 2013 by the Minister of the Ministry of Home Affairs stipulating functions, duties, authorities and organizational structure of the Institute for State Organizational Sciences;

At the proposal of the Head of the Division of General Administration and the Director of the Centre for Information and Library,

DECIDES

Article 1. Position, functions

Centre for Information and Library (hereafter briefly called the Centre) is a unit of the Institute for State Organizational Sciences under the Ministry of Home Affairs (hereafter briefly called the Institute); performing consultative function to assist the President to manage scientific information management, public administration reform information; administer and operate the electronic information page of the Institute (hereafter briefly called the Institute’s website; manage and arrange the operation of the Library; research and carry out application of information and technology into the operation of the Institute for State Organizational Sciences.

Article 2. Duties

1. Scientific information:

a) Build, manage, and serve the exploitation and utilization of scientific information database for the Institute’s scientific studies and the state management activities of the Ministry of Home Affairs (hereafter briefly called the Ministry);

b) Cooperate, exchange scientific information with national and international organizations in accordance with statutory regulations and the assignment of the President;

c) Edit, publish publications and information about scientific activities in the Ministry’s state management;

d) Disseminate and communicate information and apply scientific research outcomes in the state management fields of the Ministry of Home Affairs into solving practical duties of ministries, sectors and localities.

2. Public administration reform information:

a) Collect, reserve and systemize information and documents (documents, books, journals, publications, e-documents, etc.) about state administration reforms;

b) Serve queries of exploiting and utilizing information and documents about state administration reform;

c) Build and monthly issue the Public Administration Reform Newsletter on state administration reform;

d) Conduct information, communicate on state administration reforms on publications, journals, newsletter and website of the Institute;

3. Information technology:

a) Be the focal point of information and technology of the Institute;

b) Chair, arrange to apply information and technology into the Institute’s activities;

c) Construct, manage and operate the Institute’s Website;

d) Conduct studies to apply new and modern scientific and technological achievements into realistic work of the Ministry, the Home Affairs sector, including information software to serve recruitment, rank upgrading examinations and management of cadres, civil servants and public employees;

dd) Build, manage, exploit and use professional database to serve scientific researching duties and deploying programs, projects and proposals of the Institute and the Ministry.

4. Build, manage and operate the Institute’s Library; propose and arrange the implementation of scientific and technological achievements to improve operational efficiency of the Library.

5. Develop and issue weekly Newspaper Review to serve the Ministry’s Leader, leaders of the Ministry’s organizations, units and cadres, civil servants and public employees.

6. Build and issue the monthly Information Technology and Public Administration Bulletin.

7. Chair, participate in conducting researching and implementation of proposals, projects, legal documents, programs, research project and scientific research topics; and participate in giving feedbacks, reviews for policies, schemes, projects and drafted documents relating to public employee management and development as assigned by the President.

8. Organize to implement other public services as assigned by the President.

10. Manage public employees, equipment, working facilities of the Centre provided by the Institute as regulated.

9. Perform the information and reporting and statistical mode in accordance with the Working Regulations of the Institute.

10. Perform other duties assigned by the President.

Article 3. Authorities and responsibilities

1. Authorities:

a) The Centre is provided with documents, documentaries, data, information, means and working facilities necessarily to perform its functions and duties;

b) The Director of the Centre performs the function of Chief Information Officer (CIO) of the Institute;

c) Public employees in the Centre have the following rights:

- Participate in semi-annual reviews, annual reviews of the Institute, and the organization of the Ministry (if included in the participation component in the written invitation), workshops, scientific conferences, evaluation of scientific topics, projects, scientific research programs held by the Institute;

- Participate in the Council of appraisal, evaluation and taken over scientific studies, scientific topics as assigned by the Leader of the Institute, or the Director of the Centre; participate in scientific meetings of the Institute;

- Participate in teaching, training on professional fields under the functions and duties of the Ministry, of the Institute in accordance with the working regulation of the Institute;

- Participate in delegation in surveying mission, learning, upgrading professional level, foreign languages and computing skills inside the country and overseas as work requested and as assigned by the President; to be permitted to exploit information, data, database and scientific research outcomes as stipulated in the working regulation of the Institute.

2. Responsibilities:

a) Director of the Centre manages and administers the general work of the Centre in accordance with the functions, duties assigned and other unscheduled work as assigned by the President;

b) Public employees of the Centre are responsible for good and fully performance of functions and duties assigned, closely cooperate with other units to implement general functions and duties of the Institute; comply with internal regulations, stipulations and Working Regulations of the Ministry and the Institute.

Article 4. Organization and working mode

1. The Centre for Information and Library comprises of: Director, Deputy Directors and public employees.

2. Working mode: The Centre operates under the leader-central mode.

a) Director of the Centre manages and administers the general work of the Centre in accordance with the functions, duties assigned by the President; 

b) Deputy Director of the Centre implement duties in accordance with assignment and delegation of the Director and be accounted to the Director for the delegated work; stay on behalf of the Director to manage, administer the work of the Centre in case that the Director is absent;

c) Public employees of the Centre implement duties under the assignment of the Director. As required at work, public employees may directly work with, and perform duties assigned by the President, and must report the assigned duties to the Director of the Centre.

Article 5. Implementation

1. This Decision comes into effects since the date of signing.

2. This Decision replaces the Decision No.20/QD-VKH dated 06 March 2009 by the President of the Institute for State Organizational Sciences on stipulating functions, duties, authorities, responsibilities and working mode of the Centre for Information and Library.

3. The Head of General Administration Division, Director of the Centre for Information and Technology; Heads and public employees of the subordinate units of the Institute are responsible for implementing this Decision./.

- Subordinates units of the Institute;

- Archives: Clerical, General Administration Division.
