DECISION

Stipulating functions, duties, authorities, responsibility and working mode of the Division of Studies on Remuneration, Public Policies and Regimes

PRESIDENT OF

INSTITUTE FOR STATE ORGANIZATIONAL SCIENCES

Pursuant to the Decree No.61/2012/CP dated 10 August 2012 by the Government stipulating functions, duties, authorities and organizational structure of the Ministry of Home Affairs;

Pursuant to the Decision No.749/QD-BNV dated 17 June 2013 by the Minister of the Ministry of Home Affairs stipulating functions, duties, authorities and organizational structure of the Institute for State Organizational Sciences;

At the proposal of the Head of the Division of General Administration and the Head of the Division of Studies on Remuneration, public policies and regimes,

DECIDES

Article 1. Position, functions

The Division of Studies on Remuneration, Public Policies and Regimes is a unit of the Institute for State Organizational Sciences under the Ministry of Home Affairs; performing consultative function to assist the President to study on remuneration and public policies and regimes for cadres, civil servants and public employees.

Article 2. Duties

1. Conduct theoretical studies on remuneration, public polices and regimes for cadres, civil servants and public employees:

a) Study on base salary;

b) Study on the system of salary scales, salary schedules; 

c) Study on regimes of allowances and bonus;

d) Study on the regime of upgrading in salary grade and in rank;

 e) Study on management mechanism of remuneration and incomes.

2. Study to build public policies and regimes to serve state management function of the Ministry on remuneration and public policies and regimes:

a) Study to set up and perfect institutions on remuneration, regimes, public policies for cadres, civil servants and public employees;

b) Study to set up schemes, projects on remuneration, public policies and regimes for cadres, civil servants and public employees under the state management function of the Ministry as assigned by the President.

3. Participate in giving feedbacks, reviews for policies, schemes, projects and drafted documents relating to public employee management and development as assigned by the President.

4. Conduct investigation and surveys on organization and personnel issues; cooperate to organize scientific conferences for the purpose of research.

5. Participate in implementation of public services as assigned by the President.

6. Manage public employees, equipment, working facilities of the Division provided by the Institute as regulated.

7. Perform the information and reporting and statistical mode in accordance with the Working Regulations of the Institute.

8. Perform other duties assigned by the President.

Article 3. Authorities and responsibilities

1. Authorities:

a) The Division of Studies on Remuneration, public policies and regimes is provided with documents, documentaries, data, information, expenses, means and facilities necessarily to perform its functions and duties; actively organizes its work to fulfill functions and duties that are assigned.

b) Public employees in the Division have the following rights:

- To participate in semi-annual reviews, annual reviews of the Institute, and the organization of the Ministry (if included in the participation component in the written invitation), workshops, scientific conferences, evaluation of scientific topics, projects, scientific research programs held by the Institute;

- To participate in the Council of appraisal, evaluation and taken over scientific studies, scientific topics as assigned by the Leader of the Institute, or the Head of the Division; participate in scientific meetings of the Institute;

- To participate in teaching, training on professional fields under the functions and duties of the Ministry, of the Institute in accordance with the working regulation of the Institute;

- To participate in delegation in surveying mission, learning, upgrading professional level, foreign languages and computing skills in-country and abroad at work request and as assigned by the President; to be permitted to exploit information, data, database and scientific research outcomes as stipulated in the working regulation of the Institute.

2. Responsibilities:

a) Head of the Division of Division of Studies on Remuneration, public policies and regimes is responsible for setting up working programs and plans of the Division, managing and administering and organizing work of the Division, and be accounted to the President for the whole activities of the Division;

b) Public employees of the Division of Studies on Remuneration, public policies and regimes are responsible for good and fully performance of functions and duties assigned, closely cooperate with other units to implement general functions and duties of the Institute; comply with internal regulations, stipulations and Working Regulations of the Ministry and the Institute.

2. Working mode: The Division of Studies on Remuneration, public policies and regimes operates under the leader-central mode:

a) Head of the Division manage and administer the general work of the Division in accordance with the functions, duties assigned and other unscheduled work as assigned by the President;

b) Deputy Head of the Division assists the Head to take charge of the Division’s work, which are delegated by the Head, and be accounted to the Head for the delegated work; stay on behalf of the Head to manage, administer the work of the Division in case that the Head is absent;

c) Public employees of the Division of Public Employee Management Studies are arranged to implement duties under the assignment of the Head. As required at work, public employees may directly work with and perform duties which are assigned by the President, and must report the assigned duties to the Head of the Division.

Article 5. Implementation

1. This Decision comes into effects since the date of signing.

2.  Abolish previous regulations against with this regulations in this Decision.

3. The Head of General Administration Division, Head of Division of Studies on Remuneration, Public Policies and Regimes, Heads and public employees of the subordinate units of the Institute are responsible for implementing this Decision./.
