DECISION

Stipulating functions, duties, authorities, responsibility and working mode of the Division of Organizational Studies

PRESIDENT OF INSTITUTE FOR STATE ORGANIZATIONAL SCIENCES

Pursuant to the Decree No.61/2012/CP dated 10 August 2012 by the Government stipulating functions, duties, authorities and organizational structure of the Ministry of Home Affairs;

Pursuant to the Decision No.749/QD-BNV dated 17 June 2013 by the Minister of the Ministry of Home Affairs stipulating functions, duties, authorities and organizational structure of the Institute for State Organizational Sciences;

At the proposal of the Head of the Division of General Administration and the Head of the Division of Organizational Studies,

DECIDES

Article 1. Position, functions

The Division of Organizational Studies is a unit of the Institute for State Organizational Sciences under the Ministry of Home Affairs, performing consultative function to assist the President to conduct theoretical and practical studies of organizational studies and organizational structure of state machinery from central to local levels, to conduct applied research activities to bring scientific research outcomes on the organizational structure of state machinery into working practices of Ministries, sector and localities.

Article 2. Duties

1. Research to develop fundamental theories on organizational studies and state organizational studies in contribution to develop general theories on State machinery organization in response to practical requirements.

2. Research the organization, functions, responsibilities, relationship, operational mechanism of state administrative apparatus of the Central Government and local governments at different levels.

3. Research basic issues on urban government organization.

4. Research theoretical and practical bases on the model of organization and state management in public services and economic organizations.

5. Research scientific arguments to serve the state administration reform, allocation of authorities and responsibilities among Ministries and sectors, decentralization between the Central and localities; studies on socialization in public service sector.

6. Study on laboring organization, managerial organization, scientific organization of public workplace and modernization in state administrative organizations.

7. Chair, cooperate with other subordinate units in the Institute to organize workshops, conferences, scientific seminars in-country and abroad under the functions and duties of the Division and as assigned by the President; conducting sociological surveys in the field of State organization.

8. Chair, participate in researching activities, performing schemes, projects, implementing statutory documents, programs, scientific topics and provide feedbacks, participate in appraisals of schemes, projects, prepare the draft of documents under the functions, duties of the Division as assigned by the President.

9. Participate in implementation of public services as assigned by the President.

10. Manage public employees, equipments, working facilities of the Division provided by the Institute as regulated.

11. Perform the information and reporting and statistical mode in accordance with the Working Regulations of the Institute.

12. Perform other duties assigned by the President.

Article 3. Authorities and responsibilities

1. Authorities:

a) The Division of Organizational Sciences is provided with documents, documentaries, data, information, expenses, means and facilities necessarily to perform its functions and duties; actively organizes its work to fulfill functions and duties that are assigned.

b) Public employees in the Division have the following rights:

- To participate in semi-annual reviews, annual reviews of the Institute, and the organization of the Ministry (if included in the participation component in the written invitation), workshops, scientific conferences, evaluation of scientific topics, projects, scientific research programs held by the Institute;

- To participate in the Council of appraisal, evaluation and taken over scientific work, scientific topics as assigned by the Leader of the Institute, or the Head of the Division; participate in scientific meetings of the Institute;

- To participate in teaching, training on professional fields under the functions and duties of the Ministry, of the Institute in accordance with the working regulation of the Institute;

- To participate in delegation in surveying mission, learning, upgrading professional level, foreign languages and computing skills in-country and abroad at work request and as assigned by the President; to be permitted to exploit information, data, database and scientific research outcomes as stipulated in the working regulation of the Institute.

2. Responsibilities:

a) Head of the Division of Organizational sciences is responsible for setting up working programs and plans of the Division, managing and administering and organizing work of the Division, and be accounted to the President for the whole activities of the Division;

b) Public employees of the Division of Organizational Sciences is responsible for good and fully performance of functions and duties assigned, closely cooperate with other units to implement general functions and duties of the Institute; comply with internal regulations, stipulations and working regulations of the Ministry and the Institute.

Article 4. Organization and working mode

1. The structure of the Division of Organizational Sciences comprises of: Head, Deputy Head and public employees.

2. Working mode: Division of Organizational Sciences operates under the leader-central mode:

a) Head of the Division manage and administer the general work of the Division in accordance with the functions, duties assigned and other unscheduled work as assigned by the President;

b) Deputy Head of the Division assists the Head to take charge of the Division’s work, which are delegated by the Head, and be accounted to the Head for the delegated work; stay on behalf of the Head to manage, administer the work of the Division in case that the Head is absence;

c) Public employees of the Division of Organizational Sciences organize to implement duties in accordance with the assignment of the Head. As required at work, public employees may directly work with and perform duties which are assigned by the President, and must report the assigned duties to the Head of the Division.

Article 5. Implementation

1. This Decision takes its full effects since the date of signing.

2. This Decision replaces the Decision No.22/QD-VKH dated 06 March 2009 by the President of the Institute for State Organizational Sciences on stipulating functions, duties, authorities, responsibilities and working mode of the Division of Organizational Sciences.

3. The Head of General Administration Division, Head of Division of Organizational Sciences; Heads and public employees of the subordinate units of the Institute are responsible for implementing this Decision./.
