Projects

For over twenty years of operations, the Institute of State Organizational Sciences (ISOS) has chaired the implementation of various schemes and projects. The baseline survey projects executed by the Institute have contributed directly to the performance of state management functions of the Ministry of Home Affairs and interior sector, they are: baseline surveys and proposed directions, solutions to improve quality of local government officials; baseline surveys on function, duties and state management allocation and decentralization to provide essential evidences to establish Government’s decrees on functions, duties, organizational structure of ministries and ministerial equivalent agencies, schemes and resolutions about state management decentralization between Government and Central directly controlled cities; investigations of quantity and quality of representative officials in People Councils and cadres and civil servants at grass-root level engaging in preparation for People Council election for the term of 2004 – 2009, consolidation and reinforcement of grass-root local government; investigation of realistic status of associations and non-governmental organizations in our country for supporting association management, preparing the drafted version of the Law on association, preliminary studies on civil society in our country; conducting baseline surveys to evaluate realistic organizational structure and operational arrangements of urban government in our country at present in order to provide scientific – practical arguments for planning policies, solutions to complete organizational structure and operational mode of urban governmental apparatus…

Projects’ outcomes consist of aggregated, up-to-date baseline survey data and findings, recommendations and solutions to the state administrative apparatus renovation, local government building, civil servant development, civil service reform, public administration reform, association and non-governmental organization management, etc… They have provided scientific arguments, which have practical values, to serve to build state management mechanism and policies of the Government, the Ministry and the sector. The completed projected have all been evaluated at excellent level and taken over. 

ISOS has also involved in the development of several policies of the Party such as: engaging in content preparation for developing the Party’s resolutions on reforming public administration, state administrative apparatus; developing the staff of cadres and civil servants; compiling the Project on perfecting grass-root level government to improve the quality of political system at grass-root level (Resolutions of the 5th Party Central Committee); the Project of Review after 20 years of renovating the leading role of the Party to the State and society; Report of some theoretical and practical issues of civil society in Vietnam, etc…

Under the assignment of the Minister of Home Affair, ISOS has directly chaired the compilation of the State statutory documents such as the development of the Project on and, drafting the Resolution No.08/2004/CP by Government on, keep promoting state management decentralization between the Central Government and local governments of centrally direct- controlled cities and provinces; Instruction No.05/2008/CT-TTg by the Prime Minister about improving efficiency in official time utilization of cadres, civil servants and public employees; the Project developing the staff of cadres, civil servants under the Government’s National Comprehensive Program of Public Administration Reform in the period of 2001-2010; the Project of Piloting the organizational model with no People-councils at rural districts, districts and wards…; involving in the development of project on renewal of organizing and providing public services, and the Law of cadres and civil servants and decrees guiding the implementation of the Law on cadres and civil servants and Law on public employees.

At present, ISOS is deploying the following projects: Investigation and evaluation on realistic status and proposed solutions to perfect functions, duties of administrative organizations in response to the our country’s requirements in public administration reform at present; Investigation and evaluation on realistic status of official time management and utilization and proposed solutions to improve efficiency in using official time of civil servants and public employees in state administrative agencies in response to the requirements of public administration reform requirements at present; Investigation of realistic status of and proposed solutions to perfect organizational structure and operation of People Committees in response to the requirements of rational organization of local government in our country; Investigation and evaluation on realistic status of and proposed solutions to build and promote public employees in public professional career entities; Investigation and evaluation on realistic status of the staff of civil servants, building and promoting civil servants up to 2015 and the orientation to the year 2020;

           In the year 2012 and the upcoming years, the Institute has been continuously developing and implementing the following projects: Building database of cadres, civil servants, public employees and communal cadres and civil servants; Investigation of realistic status and proposed solutions to organizational structure and operations of state owned and non state-owned economic entities in Vietnam; Investigation and evaluations on realistic status of and proposed solutions to public professional career entities in our country at present and such Schemes as Vietnamese cadres and civil servant development strategy 2011-2020; Renovation in selection method for departmental and divisional managers; Enhancing renovation of civil servant regime and civil service; Civil servant entrance test reform and piloting computer-based examination; and some other projects and schemes.
