Evaluation of the Project entitled “Status-quo review and proposed solutions to further improvements of functions, and structure of Multi-disciplinary and multi-sectoral ministries”

On 17 August 2018, at the MOHA headquater, the Institute for State Organizational Sciences (ISOS) conducted the evaluation session for the Project entitled “Status-quo review and proposed solutions to further improvements of functions, and structure of multi-disciplinary and multi-sectoral ministries” (the Project) headed by Dr. Tran Van Ngoi, the ISOS Director General.

The Evaluation Council comprised of 7 members headed by Dr. Thang Van Phuc, Former Vice Minister of the Ministry of Home Affairs. Participants included ISOS Director General (DG), ISOS DG deputies, directors of ISOS subordinate divisions and researchers.

At the Evaluation Session, Mrs. Do Thi Thu Hang, the Director of the Organizational Studies Division, on behalf of the Research Team, introduced the Project’s findings in brief. Accordingly, the reform of the Government’s structure was one among the top priority in the pubalic administration reform strategy. Dating back the early day of the Reform, particulary since 1991, throughout different Government terms, the Government’s organizational structure have being reformed towards the socialist-oriented market economy in response to the requirements of renewing the State’s mechinary to be compact, efficient and effective. This process was to be kept implementing and enforcing, so as to step by step overcome the current limitations i.e., multi-focal points, functional duplications … to ultimately help raise the efficiency and effectiveness of the Government’s implementation of State management, particularly in the context of transforming to the new period of development in which the Reform would comprehensively enforced, renovation in economics would come along with renovation in politics, building the modern, synchronous and active market economy in global integration. This spirit is also well addressed in the Central’s Sixth Resolution (session XII). Moreover, this was the starting point for conducting research activities and doing the preparation for the Official Proposal on a new mechinary of the Government in the tenure of the Session XV in order to submit to the Politburo and the National Assembly. Therefore, it was not only essential but also urgent to implement the Project.

Evaluating the findings of the Project, the Council members affirmed the scientific value of the Project in terms of both theoretical and practical aspects. The format and contents embedded in the Project satisfactorily response to the requirements set out earlier for the Project. Statistical analysis, generalizing skills and desk-review of experiences learned from other countries in the region and in the world regarding the organization of multi-disciplinary and multi-sectoral ministries, particulary the three countries Japan, the UK and Germany, were relevantly applied. Consequently, 4 lessons were drawn out to develop a deeper and more comprehensive awareness on issues concerning organizationg of multi-disciplinary and multi-sectoral ministries for Vietnam. Additionally, the Research Team also made a review and statistical analysis the process of rearranging, merging in order to downsize the number of ministries, ministerial level; moving Governmental directly controlled agencies to be subjected to the control of certain minnistries throughout various Government tenures since the start of the Reform upto 2007.

The most remarkable achivements gained by the Project were to point out limitations and shortcomings in the reforming process, and during the readjustments of the organizational structure of the Government following the model of organizing multi-disciplinary and multi-sectoral ministries in the recent administration tenures. Concurrently, the Project found out one major causal factor to the shortcomings, that was, “delayness, lacking of determination of administrative agencies at all levels”. Besides, 7 requirements were recommended to overcome the shortcomings….

However, for further improving the Project Final Report, the Evaluation Council required several contents to be developed i.e., set up criteria for evaluation of efficiency, effectiveness in the Government’s performance (especially the policy-making function) and the State Administration activities performed by multi-disciplinary and multi-sectoral ministries in after rearrangements; enrich the status-quo analysis of decentralization, power delegation of the Government and multi-disciplinary and multi-sectoral ministries, and the implementation of socialization in practice. Besides, it required to define clearly the reasons of shortcomings from the perspective of work assignment, organization and duty implementation in the sectoral administrative agencies, multi-sectoral administrative agencies as well as of the public professional delivery institutions of Ministries. Regarding the interviewees, it would had been more comprehensive and objective if questionnaires were prepared for the objects subjected to management...

In concluding remarks, Doctor Thang Van Phuc, the Chairman of the Evaluation Council showed his agreement to the feebacks and assessments of the other Council membersl; concurrently he highly appreciated the research findings of the Project. The objectives and main tasks set out for the Project were successfully solved with high quality. Doctor Than Van Phuc request the Research Team to receive the feedbacks and integrate them into the Research Final Report to improve the research findings.

Pursuant to the voting results of the Evaluation Council members, the Project was rank at Good level./.
