Governmental Resolution on e-Government

On 14 October, the Government issued the Resolution No. 36a/NQ-CP on e-government for promoting e-government development, enhancing the operational quality and efficiency of state organizations, in order to better serve citizens and enterprises, improve Viet Nam's position in the United Nations’ ratings regarding e-government, and ensure openness and transparency of state organizations on internet-based platform.

During  three years (2015 - 2017),  public administration reforms (PARs) are going to be promoted together with IT application acceleration regarding online public service delivery and management, shorten processing time-length, reduce number of documents, enhance standardized contents of documents, simplify administrative procedures to ensure time-saving and cost-saving. By the end of 2016, all ministries and central organizations provide public services on online user-friendly interactive mode. While all transactions during service delivery and document processing are performed online, payments and results are made directly at the location of service suppliers (online public services at level 3).

Besides, a number of popular public services, which closely relate to citizens and enterprises are provided at level 3, which allows users to make online payments (if any). Transaction results may be delivered simultaneously to user via online environment or physically sent to users by post office system (online public services at level 4).

The Resolution prescribes specific stipulations to several duties, i.e., (i) development of an integrated electronic systems bridging electronic documents and data from the government to provincial, district and commune levels; (ii) to establish the National Public Service Portal (NPSP) at a unique online address (national OSS), on the base of various information system routes e.g., administrative procedures, inhabitants, land management-construction and enterprises, to grant license and process procedures relating to citizens and enterprises; (iii) to engage IT applications with PARs, competitive enhancements and business facilitation; (iv) combine IT application in line with ISO quality management, etc ...

In addition, major solutions are specified in the Resolution to guide the implementation for ministries, sectors and localities as follows:

Strengthen innovation and enhance IT application in state management, especially in processing of administrative procedures and provision of online services in essential fields concerning citizens and enterprises. Gradually deploy national information systems on population, land management-construction, enterprises, etc. Institutionalize the uses of e-invoices and e-documents.

Urgently carry out solutions in online public service provisions under the authority of ministries, agencies and localities. By 2016, central ministries and sectors shall have 100% of public services provided online at level 3. Actively deploy solutions to provide public services at level 4. Develop, promulgate and annually update public service categories to be prioritized for online provision at least at level 3 of ministries, agencies and localities.

 Promote outsourcing partially or in lump-sum to business regarding: hardware, software, connection, solutions, etc. to assist the State in performing online public services. In order to ensure information security, the contracts are granted upon appointments and the contract values are set in short-term (incase of lacking essential conditions to set up long-term values) by ministers, heads of ministerial-level agencies, governmental agencies, chairmen of Provincial Citizens's Committees of Central directly controlled cities/provinces.

Supplement, upgrade and integrate online public services of ministries, agencies, localities and their subordinate units to electronic portal of ministries, agencies and localities. Integrate online public services of ministries, agencies and localities in the NPSP.

Provide training and fostering to IT staff in governmental agencies at all levels to meet working requirements regarding IT application and hiring IT services; strengthen capacity of staff in charge of information safety and security in government agencies.

 Classify IT spendings under economic sector in national budget code system as stipulated by the Law on Information Technology 2006; Expenditure on Science and technology are spent for IT applications for scientific–technological missions and for investment into infrastructure of scientific and technological information; appropriately spend the Viet Nam Public-Utility Telecommunication Service Fund for specific tasks.

Urgently finalize regulations on conditions and procedures for investment, procurement and hiring IT services and products; facilitate hiring of IT services and products in state agencies, especially for the case of paid public services.Review, amend and supplement preferential tax policies to encourage investors to promote the development and application of IT in Viet Nam.

Focus steering on acceleration of administrative procedures reforms.Review, simplify or abolish redundant administrative procedures to create favorable conditions and reduce time and cost for enterprises and citizens, especially administrative procedures related to rating index of the UN on e-Government.

Engage  IT applications with ISO quality management system into public administration operation. Connect document management software with the Government Office as guided by the Office of Government. Implement the online collection of administrative penalties under the sanction authority as stipulated by law.

The Ministry of Home Affairs has been assigned to efficiently implement the PAR in line with enhanced IT applications, accelerate IT application into OSS and inter-OSS in local administrative agencies. Moreover, strengthen the inspection, examination, strictly handling of impedimentary actions to citizens and enterprises in processing administrative procedures. Apply IT in recruitment examination and promotion of staff transparently, fairly and positively, and put the use of information management system of cadres and civil servants nationwide. The deadline for these actions are by 01January, 2017./.
