Evaluation of the Project "Investigate realistic status, propose solutions to management of administrative boundary demarcation in our country in response to the requirements of industrialization and modernization"

          On 04 January 2016, at the ISOS headquarter, a meeting was held to evaluate the outcomes of the Project "Investigate realistic status, propose solutions to management of administrative boundary demarcation in our country in response to the requirements of industrialization and modernization" conducted by Professor Associate Doctor Trieu Van Cuong, MOHA Vice Minister and the Research Team of the Hanoi University of Home Affairs (HUHA).

          The Evaluation Council consisted of 7 members headed by Doctor Phan Van Hung, Director General of Department of Local Government of the Ministry of Home Affairs. Participation to the Evaluation session included experts, scientist; leaders of MOHA directly controlled departments and other organizations of the Ministry, and representatives of ISOS subordinate divisions and centres.

          In the Evaluation session, Mrs Tran Thi Hanh, MA., Project Secretary, on behalf of the Research Team, summarised research outcomes of the Project.

         The Project was aimed to provide the scientific arguments for the Party and the State in management activities, thereby proceeding to stabilize the administrative boundaries in response to the requirements of rapid and sustainable national development towards "rich people, strong country, democratic, fair and civilized society".

Accordingly, on the basis of systemized theoretical issues on the organization of administrative units and adjustmentof the administrative boundaries at all levels; studies on the experiences of foreign countries in organizing administrative units and administrative management; codified system and evaluation of the realistic status of the border line delineation, separation, merger of administrative boundaries in Vietnam from 1986 to present; sociological survey on the impact of separating and merging administrative boundaries to local socio-economic development; the Research Team of the Project proposed solutions and specific recommendations to continue perfecting the administrative boundary management at all level in our country at present.

Apart from the introduction and reference sections, the Project Final Report of the Project was structured into 5 chapters: Chapter 1. Theoretical rationale of administrative boundary delineation and management; Chapter 2. Experience in administrative boundary delineation and management of several countries in the world; Chapter 3. Realistic status of the organization of administrative units and administrative boundary management in our country (1986-2015); Chapter 4. Socio-economic impact assessment of administrative boundary management through the use of surveying data in several provinces in Vietnam; Chapter 5. Proposals and recommendations of solutions to the improvement in administrative unit organization and administrative boundary management in our country at present.

Giving feedbacks to Project outcomes, Evaluation Council members agreed that the Project was thoroughly, serious studies and investigations. Basically, all of the objectives and missions given out were well addressed, recommendations and proposals were practical and relevant to the orientation of local government development at present.

The participants appreciated the project results achieved, since it was difficult and complex issues, requiring interdisciplinary cooperation and big investments into human resources and finance. Therefore, the implementation of the Project and the attainted outcomes wasmeaningful to the implementation of the Constitution 2013, the Law on Organization of Local Government in 2015 in response to the requirements of industrialization and modernization.

The research outcomes of this Project were useful references to teaching, scientific research and building theoretical basis on the organization of administrative units and administrative boundary management.

          Besides the attained achievements, the Project Final Report should review and complete several issues, i.e., further identification of research objects of the Project and adjustment in time length for researching activities of the Project; structure of the Project Final Report should be reconsidered and integrated the content of the Chapter II (international experiences) into the Chapter I; supplementing the concepts of the administrative boundary demarcation; readjustment of some standpoints and evaluations of the Project Final Report remained loosely from realistic practices of establishment, merging, separating and adjusting administrative boundary; concurrently,simultaneous follow-ups with new stipulations prescribed in the Constitution after the promulgation and regulations stipulated in the Law on Organization of Local Government.

Regarding recommendations, specific proposals should be supplemented the proposals need additional study some specific suggestions as to propose to the Government, i.e., submit requests to the Standing Committee of the National Assembly (or Parliament) to adoptProposal of Overall planning of administrative units at all levels in our country in the period 2015 – 2020 and vision to 2025; early recommendations to promulgate legal documents on the establishment, merging, separation, or administrative boundary adjustment, entitlement, renaming administrative units at all levels; classification of administrative unit at all levels; categorizing urban areas; solving conflicts concerning administrative boundaries on the base of providing detailed instructions to guide the stipulations prescribed in the Constitution 2013, Law on Organization of Local Government 2015; proposals to the Government, National Assembly in order to integrate into the process of building Laws, Ordinances in tenure XIV to promulgate administrative units.

Data used in the Project Final Report should be reviewed to ensure accuracy and relevance. Besides, a full list of activities and outputs of the Project should be provided in the Report for the convenience in assessment.

       In his concluding speech, Doctor Phan Van Hung, Chairman of the Evaluation Council appreciated the research outcomes of the Project. The Project was conducted meticulously, seriously, closely in line with the mission, and achieved the requirements set out, contributing positively to the Ministry of Home Affairs in state administrativemanagement at all levels. Besides, Doctor Hung required the Research Team to supplement and perfect the research outcome of the Project.

As voting results, the Project was ranked at Good level./.
