ISOS 2015 Annual Review Meeting of Civil servants and Public employees

The 2015 Annual Review Meeting of ISOS civil servants and public employees (the Meeting) was held at the ISOS headquarter on 05 January 2016.

From the Ministry of Home Affairs (MOHA), Vice Minister, Professor Associate Doctor Trieu Van Cuong attended the Meeting. Deputy Director General of Department of Organization and Personnel Mrs Truong Thi Lien, together with high-ranked experts and the whole civil servant, public employees and laborers of ISOS participated in the Meeting.

In the Meeting, three reports were presented, including 2015 Annual Review and 2016 Orientation Plan of ISOS (the Report), Report of Democratic Regulation implementation and Report on People’s Inspection in 2015 and plans in 2016.

The year 2015 was an eventful year with a number of bench-marking political events of the Party and the State in general and of the Home Affairs Sector in particular, including the 70th year of the August Revolution and the National Day, the 85th year of Foundation Day of the Communist Party of Vietnam (03 February 1930 – 03 February 2015), the 40th year of the Reunification Day and National Independence Day (30 April 1975 – 30 April 2015), 125th Birthday of President Ho Chi Minh (19 May 1890 – 19 May 2015), Party Congress at different levels towards the 12th National Congress, the 70th anniversary of MOHA Foundation Day and Traditional Day of Home Affairs Sector on 28 August. On the strong basis of MOHA Leader’s belief, the Institute of State Organizational Sciences was entrusted and assigned with a large volume of work, which were both important and complicated. Under the close directions and receiving cares and attentions of the Party’s Steering Committee of MOHA, MOHA Leaders, the Party’s Steering Committee of ISOS, thanks to the tight cooperation of the Ministry’s directly controlled units and other units of the Ministry, the whole staff of civil servant, public servants and laborers of ISOS have overcome challenges and strived to successfully complete all of the political duties assigned by the Ministry and the ISOS’s duties as planned in high qualified and timely manner. Among which, highlighted work included the Research Project on Selecting departmental and divisional leaders and managers, SIPAS 2015. The whole staff of civil servant, public employees and laborers of the Institute continued promoting solidarity, good co-operation at work. Progresses and achievements were made in both quality and content of various aspects of work, i.e., planning and finance; scientific management, scientific studies; information-library; administration and office management.

Besides achievements, looking back the year 2015, it was obviously seen the shortcomings remained, which include some delays in implementation and low quality of some projects and proposals by compared with planned, existence of unevaluated scientific research papers.

On the base of the attained achievements, the Report identified orientations and specific focal work in 2016 which were accompanied with operational solutions, i.e., supplement leading personnel to the ISOS’s subordinate divisions; attraction and recruitment of rich experienced and skillful researchers; strengthening the leadership and direction of ISOS Leader in deployment of proposals, projects and research projects; good implementation of the evaluation of public employees and laborers; encouraging and timely rewarding, treating civil servant, public employees and laborers with good performance in order to strongly promote internal strength and emulative spirit towards excellent completion of the given out objectives and duties; enhancing the training and fostering activities to improve competency and qualification of the staff of public employees; and favoring young researchers in scientific studies and in performing other work of the Institute.

Regarding the implementation of Democratic Regulation and People’s Citizen, ISOS gained positive results in 2015. Information was announced sufficiently, timely in transparent and public manner. Complaints and reflections from civil servant, public employees and laborers were well addressed and solved. Internal solidarity, stable ideology and individual engagement were promoted that helped reinforce the belief of the civil servants, public employees and laborers in the Institute to continue striving at work, positively contributing to the development of the organization.

In his directive speech in the Meeting, MOHA Vice Minister Trieu Van Cuong complimented and recognized the Institute’s achievements and its contributions to the Ministry’s successes in 2015. Regarding orientations and missions to be done in 2016, Vice Minister Trieu Van Cuong recommended that the Institute should enhance quality and application of scientific studies into practices. He emphasized that ISOS was the leading exemplary institution in performing duties on deadline and ensuring quality of scientific studies; scientific management should be further tighten from the evaluation at grassroots level to final evaluation; during proposal appraisal, priorities should be given to proposals having high applicability and appropriate subject of studies for the sake of finance, time and efforts.

At the Meeting, representatives from different division, centers, Trade Union, Youth Union and People’s Inspection contributed their opinions regarding contents in scientific studies and management, IT application, internal management, financial mechanism, measures to improve the material and spiritual life to the ISOS’s civil servant, public employees and laborers, educating ideology and professional development to young researchers to strengthen the leading position of ISOS as a scientific institution in Home Affairs Sector nation-wide.

After the 2015 annual review, Mr. Chu Tuan Tu, the Chairman of ISOS Trade Union, Director of Center for Information and Library launched emulative movements, calling for all civil servants, public employees and laborers in the Institute to strengthen solidarity and strive to complete all political duties in 2016.


The overall view of the Meeting

In his concluding remarks, ISOS President Tran Van Ngoi received directive opinions of the Vice Minister Trieu Van Cuong, expressed his gratefulness to the continuous and timely cares and directions from the Ministry’s Leader, and appreciated cooperation of the Ministry’s directly controlled units and other units of the Ministry. On behalf of the Institute, he committed to keep promoting the attained achievements in 2015 and to unite the whole staff, strive to complete all working missions in 2016. With the achievements gained during the years, the Institute of State Organizational Sciences was honorably one of the two organizations of the Ministry of Home Affairs having outstanding working performance and was the only organization to receive the MOHA’s Emulative Flag in 2014. On the occasion of new year 2016, ISOS President Tran Van Ngoi wished the participants, high-ranked experts and all ISOS’s civil servant, public employees and laborers a new year of wealth, health and successes./.
