4 new points in selection of departmental and divisional leaders and managerial civil servants

          In the Television Series “Citizen asks- Minister answers” broadcasted on 27 September evening, the Minister of Home Affairs, Mr. Nguyen Thai Binh revealed new points in the Proposal "Piloting renovated selection of departmental and divisional leaders and managerial civil servants" which got approved by the Politburo.

       In the first question to you, Minister, we know that the Politburo has approved the Proposal “Piloting renovated selection of departmental and divisional leading and managerial civil servants” and noticed several points regarding the implementation of this Proposal. Audiences asked what were the bases for the Ministry of Home Affairs to build this Proposal?

          MOHA Minister, Mr. Nguyen Thai Binh:  To tackle the obstacles existing in personnel management, the 9th Congress of the 10th Central Committee determined to keep deploying the personnel strategy from now up to 2020. In which, it was affirmed that renovation must be made for civil servant selection method. Despite piloting efforts by a certain number of ministries, sectors and localities over the years, criteria for implementation stayed separated.

Moreover, the selection methods vary across organizations, i.e., requirements of candidates, which are in some cases open to public, or narrow down to include candidates from public professional career institutions and entrepreneurs, yet in some other cases limit merely within planning sources of civil servants. Another example, recruitment exams are used in substitution for the whole civil servant selection progress. Regarding written tests, they are conducted similar to other examining subjects in recruitment exams and rank upgrading tests.

Therefore, it is now high time to build a Proposal about renovating selection methods of departmental and divisional leaders and managing civil servants.

          So in the Proposal approved by the Politburo, are there any added points to secure unified implementation in reality?

          MOHA Minister Nguyen Thai Binh: Firstly, the Proposal clearly defines the powers and responsibilities of the heads of organizations regarding recommending and introducing candidates for participating in selection, and the head must take major responsibilities of the candidate if he/she is appointed.

Secondly, the scope and participants are expanded out of a certain organization or unit. All cadres, civil servants and public employees, who are planned for equivalent positions and titles in ministries, sectors and localities, providing that he/she meets the standards and conditions of examinations, are allowed to participate in recruitment examinations. For those people who have not yet embedded in planned human resources, agreements from the Party Steering Committee of the Party Organization are required.

Thirdly, an addition to the selection requirement is that candidates must do a written test in optional examining subjects. Once getting the scores from 50 or higher over total 100, he/she will be allowed to present his/her action plan, and then, be voted for credibility in the workshop of civil servants and public employees.

Fourthly, changes are made in the content and structure of credible vote. The first part includes candidate’s information; the second part is the main part including evaluation on the candidate’s credibility. It comprises three sub-contents, which are (i) candidate’s quality and morality, (ii) qualification shown through knowledge on the recruiting field and sector, and (iii) competences shown through abilities to demonstrate ideas in speaking and written forms and ability to make it realize. Evaluations over the three spheres are rated either achieved or not achieved.

          What is the Government’s specific roadmap to realize this Proposal at high level of efficiency in response to State administration requirements and renovation of civil service and civil servant regime?

          MOHA Minister Nguyen Thai Binh: In the spirit of the Proposal approved by the Politburo, the piloting scale covers one third of the Central ministries and ministerial-level agencies and one third of the Centre directly controlled cities and provinces. Time duration for piloting starts from Quarter III in 2015 to Quarter III in 2018.

The selected ministries and ministerial-level agencies must prepare their own proposal to submit to get opinions from authorized body. Up on approval, they start to conduct renovation in selection method of departmental and divisional leaders and managerial civil servants ./.
