Evaluation of the ministerial – level scientific topic “Scientific bases to perfect decentralization mechanism in state management in response to state administration reform”

          On 18 June, at the head-quarter of the Ministry of Home Affairs, the ministerial – level scientific topic “Scientific bases to perfect decentralization mechanism in state management in response to state administration reform” (the Scientific Topic) was officially held by the Institute for State Organizational Sciences. This Scientific Topic was chaired by Prof. Assoc. Nguyen Minh Phuong, Vice Rector of the University of Home Affairs. The Evaluation Council comprised of seven members headed by Dr. Tran Anh Tuan, Vice Minister of the Ministry of Home Affairs.

At the evaluation session, Prof.Assoc. Nguyen Minh Phuong, on behalf of the Research Team, gave a brief summary of the Scientific Topic. Realistic practices in the course of the country renewal, the development of socialist-oriented market economy and international integration paved premises and raised requirements of renewal and strengthening the decentralization between the Central and localities and among local authority levels, that was targeted to strongly promote the activeness, innovation, autonomy and self-responsibility of local authority levels in their practicing administration and management of socio-economic development duties within their area of jurisdiction.

The Scientific Topic was aimed at provisions of scientific and practical arguments and recommendations of opinions and solutions to perfect the state management decentralization mechanism between the Central and local levels in our country in the period of 2015 – 2020.

For the above-mentioned objectives, a variety of analysis and clarifications in the Scientific Topic were made to emphasize on theoretical issues on state management decentralization mechanism, on evaluation of current status of management decentralization mechanism, and on identification of issues raised in the state management decentralization between the Central and local levels in our country; from that to propose opinions and solutions to perfect state management decentralization mechanism between the Central and local levels in the period of 2015-2020.

Evaluating the research outcomes of the Scientific Topic, the Evaluation Council members discussed that it was not only crucial but also urgent to conduct studies on scientific bases and proposals of solutions to perfect the state management decentralization mechanism between the Central and local levels in the period of 2015 – 2020 at present. The Scientific Topic has met the requirements of theoretical and practical consolidation. Besides, the Scientific Topic inherited the outcomes of precedent studies and learnings from foreign practices regarding decentralization mechanism. Additionally, the Scientific Topic clarified objective requirements of decentralization enhancement in our country. The outcome report was evaluated to be well structured, which was appropriately and logistically, and research objectives and research methodologies were chosen suitably. Data source was diversified and data collected was well processed. Particularly, during the course of implementing the Scientific Topic, the Research Team used statutory documents to be important bases to analyze, evaluate and propose solutions. In general, the Scientific Topic was studied comprehensively, systematically regarding state management decentralization in our country, made evaluations the course of implementation of decentralization since the promulgation of the Resolution No. 08/2004/NQ-CP, which was the base to propose solutions, in which, results and limitations in every field were well addressed. Solutions suggested from the Scientific Topic were synchronous and comprehensive, response to decentralization requirements of our country in the up-coming time. The outcomes of this Scientific Topic would become a useful referencing source of document for managers and policy-makers in practices.

However, the Evaluation Council members also gave remarks to the Chairman of the Scientific Topic on the necessity and clarification on certain contents, i.e., basic concepts of decentralization, devolution, delegation should be discussed more in-depth; relationships among subordinate components of decentralization mechanism should be better clarified as the core issues stay inside the relationships, they were what constituted into the mechanism; in Chapter 2, more thorough analysis should be made on realistic situation of decentralization in our country, particularly the short-comings and negative aspects during the course of decentralization implementation; in the Chapter 3, decentralization principles should be specified, in the up-coming time, to engage the Law on Organization of the Central Government and Law on Organization of Local Government, which were being authorized by the National Assembly, in order to ensure the principles to be more close-to-practice.

In concluding remarks, Vice Minister of the Ministry of Home Affairs, Dr. Tran Anh Tuan – the Chairman of the Evaluation Council commented that the Scientific Topic was conducted carefully in serious manner by the Research Team; the research outcome report was diversified in its contents with practical meanings, reflecting the current status in state management decentralization mechanism between the Central and the local levels in our country; solutions recommended were reasonable and feasible. The Vice Minister also requested the Research Team to receive feedbacks from Evaluation Council members and to base on which to supplement and perfect contents in the Scientific Topic.
