Introduction of Trade Union’s activities

The Trade Union of the Institute for State Organizational Sciences was established in 1990 together with the establishment of the Center for Scientific studiesand Information (the precursor of the Institute for State Organizational Sciences). Throughout 24 years of building and development, the Institute’s Trade Union has sofar developed to a grassroot Trade Union under direct control of the Trade Union of the Ministry of Home Affairs. The Institute’s Trade Union comprises of 63 members including 28 male and 35 female ones.Many of its members are qualified at the level of doctorate degree, master degree and doctor candidates who are in country and abroad.In general view, the staff of civil servants and public employees in the Institute are all qualified, competent, enthusiastic and responsible.

In the past few years, under the direct leadership of Party Branch at the Institute for State Organizational Sciences (Institute Party Branch), and the Trade Union of the Ministry’s directly controlled departments block,together with strong facilitations from the Institute’s Leaders, and contributive efforts made by Trade Union members, the Trade Union of the Insititute of State Organizational Sciences have gained remarkable achievements in both quality and quantity, accomplished its political missions, created a united spirit in throughout the Institute, provided cares to well-beings of its members, attained achievements recognized by upper line Trade Union, Institute’s Leaders and other organizations.

Upon strong recognition and high appreciation of the outcomes and achievements in operation of the Institute’s Trade Union, on 17 July 2014, the Standing Committee of the Trade Union of the Ministry of Home Affairs has promulgated the Decision No.67/QD-CDBNV to establish the Grassroot Trade Union of the Institute for State Organizational Sciences on the base of upgrading the Trade Union of the Institute for State Organizational Sciences from a subordinate Trade Union to a Grassroot Trade Union under direct control of the Trade Union of the Ministry of Home Affairs.

TRADE UNION’SOPERATION OUTCOMES IN BRIEF

1. Propaganda and political ideology education

The Executive Committee of the Institute’s Trade Union always cares about propaganda and political ideology education for its members, advocates the full attendance of its members to participate intoclasses and conferences such as Resolution dissemination classes, statutory document introduction sessions, and motivates its members to strictly implement the Party’s policies and State’s laws and activitiesorganized by the higher level of authority and upper-line Trade Union.

Propagandizing, disseminating and learning seriously the Party’s Directives and Resolutions, State’s laws and policies, and the Trade Union’s business strategy have been being well implemented. The Institute’s Trade Union thoroughly introduced to its whole membersthe Resolution of the 11th National Party Congress, the Action Plans of the Party Executive Committee of the Ministry of Home Affairs and the Party Executive Committee of the organizations in the Ministry headquater in execution of the Resolution of the 11th National Party Congress; and itcontinues propagandizing and strengthening the implementation of “To promote learning and follow the moral exemplarity of Ho Chi Minh”.

The whole members of Institute’s Trade Union hold firm viewpoints and opinions, they have been well awared of fighting against individualism, opportunism, red-tape, corruption and negative manifestations. Concurrently, they often propagandize and advocate their families, relatives to follow the right opinions, directions, the Party’s Resolutions and the State’s policies in their actions.

2. Political, social and professional activities

a. Implementation of political duties and professional activities

The Institute’s Trade Union Executive Committee have continuously received the leadership of the Institute Party, directly from the Executive Committee of the Institute Party Branch, and closely cooperates with the Institute’s Leaders in advocating its members to accomplish well their professional duties and political missions assigned. Under the direction and leadership of the Executive Committee of the Party Branch for the Ministry’s directly controlled deparments block, Leaders of the Ministry of Home Affairs, the Executive Committee of the Trade Union of the Ministry of Home Affairs together with great efforts, proactiveness and exemplarity of the staff of Party members, Trade Union members, Youth Union members in the Institute, it has successfully accomplished political and professional duties entrusted by the Ministry’s Party Executive Committee, Ministry’s Leaders and the Ministry’s Trade Union Executive Committee. Among the Institute’s Trade Union successes, it was remarkably to note of its outcomes such as statutory documents guiding the implementation of the Law on Cadres and Civil servants, Law on Public employees, and other projects, schemes and scientific research, and other achievements in various scientific workshops and seminars. The Trade Unions of the Institute also successfully organized actitivities on the 65th anniversary of the Establishment Dayof the Ministry of Home Affairs on 28th August in 2010 and the 20 years Ceremony of establishment and development of the Institute of State Organizational sciences (1991-2011) as well as many of other events and ceremonies of the Ministry.

In general view, the Institute for State Organizational sciences has day by day being increasingly trusted and assigned many more focal, important  duties, including crucial issues requiring highly concentrated intelligence and creativeness. However, the whole Institute’s staff of civil servants and public employees, Party members, Trade Union members, with high responsibilities, and readiness, have been trying hard and fulfilled all the tasks given; therefore, received high appreciation from the Ministry’s Leaders. Those schemes, projects, and research programs and topics developed by the Institute have been timely and well qualified.

b. Trade Union activities

The staff of all the members of the Institute’s Trade Union have fully participated in all activity programs set up by the Party, the Executives and Trade Unions at all levels. The Institute’s Trade Union members also positively responsed to emulative propaganda such as:  Building cultural public offices and efficient 8 qualified and efficientworking hours; Continue to implement the advocacy of developing civil servants and public employees to be “Honest - Creative–Dedicated- Exemplinary” engaged with the emulative movements of “Good  Laboring”, “Creative Laboring”; and continue to build working environment “No-smoking”, the campaign “Vietnamese people use Vietnamese goods”, emulative movement of “Good at work, good at home”, the campaign “Study and follow Hochiminh moral exemplinarity”. Additionally, Trade Union’s activities have covered effective propagandization and advocacy to its members to strictly obey and implement Grassroots Democracy Regulations, effectively implement the Law on Anti-corruption and the Law on Thrift practice and waste combat, also to ensure working time, practicing culture at public offices in civil service activities as well as daily activities at work and at home.

The Institute’s Trade Union is always the leading unit of the Ministry in responding and advocating its members to donate to citizens suffering from natural calamities, floods and donate to charity funds. The Trade Union organizes visits to its members when they are in day-offs for illness or family important issues such as weddings or funerals. The Union regularly organizes healthchecks for civil servants and public employees in the Institute. It always maintains collective activitities to celebrate birthday for all members. Annually, on the occasion of International Day of Children on the first of June and the Mid-autumn festivals, the Union cooperates with Youth Union of the Institute to give gifts for children of its members by finance extracted from the Institute Trade Union’s budget. The Trade Union have proposed twice to the Institute Leaders about providing each Trade Union member a formal uniform (a suitfor male and a Vietnamese traditional long dress “Ao Dai” for female members) to wear on special occasions of ceremony, anniverseries and other activities of the Institute. In the holidays and summer vacations, the Trade Union organized visit trips for its members to historical, revolutionary and cultural sites and summer vacations for its members and their family. Besides, the Institute’s Trade Union, through its diversified activities, shows cares and gratefulness to the previous generations who devoted to the revolutionary and country in the past on large-scale ceremony of special days and anniversaries annually. After the Ministry’s directly controlled departments block moved to new headquater, the Institute’s Trade Unions in cooperation with the executives of the Institute have maintained collective dining hall to serve all employees working in the public office site at 37A Nguyen Binh Khiem Street and have received good feedbacks on qualified sanitation and meal quality.

In 2010, an extremely heavy rain, which caused hazardous large-scare big flood, damaged vastly assets and stole away the lives of citizens in the Middle of the country, and laid serious aftermath for local governments and citizens in this region. In response to the propaganda for saving the Middle in the spirit of “Whole leaves wrap torn leaves” and “A morsel when hungry is like a hamper when full”, the whole staff of civil servants and public employees in the Institute for State organizational sciences have enthusiastically donate each person at least amount of one-working day salary at the Institute and also donated more at residential area for supporting the Middle brotherhood citizens. Especially, in the fieldtrip to the Middle, the Trade Union of the Institute for State Organizational Sciences paid visits and granted gifts to people in Tung Loc commune, Can Loc rural district, Ha Tinh province and Cu Nam commune, Bo Trach rural district, Quản Binh province with the aim of encouraging the citizens there to rapidly overcome the aftermaths of natural calamities, recover production activities and settle down their life.Regarding the propaganda on supporting Japanese citizens suffering from tsunami, the Institute collectively responsed and donated to support. In November 2012, together with the Youth Union of the Institute, the Trade Union of the Institute called for all staff in the Institute to contribute money, everyday-life materials, and clothes; and organized a trip of charity to visit and give gifts at the Centre for fostering disable elders and childrens in Ba Vi rural district, Hanoi. In 2013, the Trade Union and Youth Uniton of the Institute organized a charity program to visit and give gifts to a disadvantaged mountainous primary school in Sapa, Lao Cai province, which was seriously ruined in a big flash flood. In years from 2009 to 2013, members of Institute’s Trade Union actively donated to funds such as Gratitude Fund, For-the-poor Fund and other charity programs... in which each member donated at least one-day-salary.

The whole members in the Institute’s Trade Union have proactively participated into cultural and singing activities and sports, contests on studying on laws, seminars held by the Institute, Trade Union and Youth Union and gained individual and collective prizes and awards, and was highly appreciated by the Ministry Leaders, the upper-line Trade Union and other departments in the Ministry.

The Institute Trade Union has regularly performed all transferring procedures for in-coming members from other Trade Union and contractual employees working for the Institute in order to ensure their rights and responsibilities of being a member in the Institute Trade Union. The Union has collected and submitted sufficiently and timely the Trade Union fee, other contribution items to the upper-line Trade Union as regulated.

The Executive Board of the Institute’s Trade Union has participated to organize, implement and monitor the execution of statutory documents, policies, regimes and regulations directly relating to civil servants, public employees and laborers and Trade Union in the Institute covering such fields as public employee recruitment, receving, contracting with new public employees. Annually, the Institute’s Trade Union introduced its members to participate into oupgrading examinations from official to primary officials and from researchers to primary researchers and from primary officials to senior officials. The Institute’s Trade Union participates in evaluation for early upgrading salary in a manner that ensures right proportion and right objects as regulated. Many other members of the Institute’s Trade Union participated into national and international study programs and conferences. Also in the meantime, the Institute’s Trade Union has actively contributed to protect rights of the its members, executing the Democracy regulations in proposing and appointing leaders, and perfect the Institute’s organizational structure, and at the meantime, continue to review and queu up into fostering plan those young members in the Institute’s Trade Union, who are qualified in profession to create resources for key personnel staff of the Institute.

The Institute’s Trade Union also one one hand regularly monitors the implementation of policies and regimes for female employees in the Institute. It’s to ensure that female civil servants and public employees in the Institute receive favour conditions and regimes for maternity, childbirth, sickness supports for long-term treatment at a hospital as regulated. The Trade Union creates favourable conditions for women to take care of their children in the case of sickness or leaves for family work. On the other hand, in female resource planning of the Institute, the Institute’s Trade Union suggests the Institute Leaders and Steering committees of the Party in the Institute to create favourable conditions for women to overcome difficulties to participate in fieldtrips, and in learning opportunities to improve their qualification and develop comprehensively.

The Institute’s Trade Union also organizes and creates conditions for its female members to overcome family difficulties to participate into women’s activities, shares their difficulties and encourages them to complete their professional duties and involves in female actitivities such as “Good at work, good at home”, following the policy of population and family planning. The Institute’s Trade Union actively visits, encourages and creates favourable conditions to female members to join activities on the occasion of Vietnam Women’s Day on the 8th of March and International Women’s Day on 20th of October annually.

3. Contributing to Party development

The Institute’s Trade Union always coordinates closely with the Executive Board of the Institute Party Branch and the Institute Leaders in building the Party branch at the Institute to be transparent, solid and strong, enhanced internal solidarity and building the Institute to be solid and strong in all aspects, encouraging all the Institute’s Trade Union’s members to emulate and strive to successfully complete all the political missions assigned.

Featured with the nature of a scientific research organization, the Institute for State organizational sciences has its all civil servants and public employees be equipped with good awarenes, clear political views; therefore, the it favours the leadership of the Institute Party Branch and the advocacy of building the organization and activities of the Institute’s Trade union with many advantages. The Institute’s Trade Union always receives the close guidance of the Executive Board of the Institute Party Branch, and great supports and collaboration from the Institute’s Leaders in building clean and strong PartyBranch at the Institute, strengthening internal solidarity, building the Institute to be a strong unit in all respects, encouraging the Trade Union’s members to strive to emulate and fulfill all the assigned political tasks. Currently, the Institute’s Trade Union includes many young public employees who concurrently belonging to the Youth Union. The Institute’s Trade Union and Youth Unionjointly proposed outstanding public employees to the Executive Board of the Institute Party Branch and requests the authority level to assign the Trade Union’s members who are holding Party member status to support and monitor those outstanding young members, for whom being the most excellent seeds will be admitted to the Party.

4. Emulation and rewarding

Annually, right from the beginning of the year, divisions and individuals register emulation titles to the Institute and the Ministry and all strive to complete missions to gain the registed titles.

The Trade Union of the Institute has been granted the Merit Papers by the Vietnam Trade Union for Public employees for the period 1999 – 2005 and for the recent years continuously. Especially in the year 2011, the Trade Union of the Union has receivedMerit Paper from the Vietnam General Confederation of Labour. Besides, the Institute’s Trade Union also received awards from the Trade Union of the Ministry’s directly controlled departments block and the Ministry’s Trade Union for its achievements gained in contests of knowledge exploration and art and sport activities.

A number of members of the Institute’s Trade Union have been granted Merit Papers, Certificates of achievements and high appreciations, rewards from Vietnam Trade Union for public employees and the Trade Union of the Ministry of Home Afairs for their achievements attained in the propaganda, contests and their performance in Youth Union activities through the years. In the year 2011, Mr. Tran Anh Tuan, the Secrectary of theParty Branch at the Institute for State Organizational Sciences, Vice-Minister of the Ministry of Home Affairs – former President of the Institute for State organizational sciences was granted Merit Paper by the Vietnam General Confederation of Labour.  

EVALUATION OF TRADE UNION ACTIVITIES

- The actitivities of the Institute’s Trade Union in the past few years have contributed to accomplish the Institute’s professional missions assigned by the Ministry’s Leaders and also generally contributed to trade union activities of the Ministry.

- Democracy regulations in the organization regarding recruitment, rewarding and appointing personnels to fulfill the leading and managerial positions for divisions in the Institute have been seriously conducted. Other stipulations such as Working Regulations, Regulations in internal spending and public asset management have been built and deployed, that creates a democratic, open, fair and friendly working environment for the civil servants and public employees in the Institute collectively.

- Activities in cultural art and sports revealed improvements; community activities, participation to movements and activities held by the Party, executive, Youth Union and Trade Union have been all proactively responsed with great enthusiasm, responsibilities and consequently gained various prizes collectively and individually...

- Cares for life of members in the Institute’s Trade Union have been increasingly focused by the Institute Party Branch, the Executives and Trade Union. That has been step by step creating more income other than salary for members through scientific researching activities, launching and implementing projects and schemes. Cares, sharing and supports for members having sick relatives or funerals at home have also been conducted timely. The whole staff of members in the Institute’s Trade Union always unites and supports each other on the base of colleagueship.

- The Executive Board of the Trade Union of the Institute for State Organizational sciences have made remarkable efforts, promoted the role of trade union, respected the function of representing the official rights for cadres, civil servants and public employees in the organization. The Exective Board of the Institute’s Trade Union always takes the good advantage from the leadership of Executive Committee of the Institute Party Branch, and the supports, facilitation of the Institute’s Leaders in implementation of the assigned tasks, unifying and being exemplary at work.
